ROWAN’S LAW – Compliance Requirements for Ontario Skating Clubs and Schools



To all Member Clubs and Schools of Skate Ontario,

As many of you may be aware, aspects of Rowan’s Law (Concussion Safety), 2018 and Ontario Regulation 161/19 (the regulations that support Rowan’s Law) came into effect on July 1, 2019. Additional aspects will come into effect on July 1, 2020.


The immediate impact on Skate Ontario and our member clubs and schools is the requirement under this law to ensure that all skaters under the age of 26, parents (if the skater is under the age of 18 years), coaches, officials and other designated persons have confirmed they have reviewed the required Concussion Awareness Resources and Concussion Codes of Conduct before becoming registered for the ensuing season.


With the support of Skate Canada, we have created a short learning module that must be reviewed by all club and school administrators. This module outlines the obligations of all clubs and schools to ensure compliance with Rowan’s Law and provides the links to the required forms that must be collected from athletes and parents.

These forms must be retained on file by the club/school. As part of compliance assurance, Skate Ontario and/or the Government of Ontario may require all forms to be submitted and compared to registration rosters to confirm compliance.
